COMMUNICATION DEPARTMENT EMPLOYES

   1800. Communication Maintenance and Construction Employes report to and receive instructions from the Supervisor of Communications or his authorized representative or designated Communication Officer, and are subject to the orders of Wire Chief and Chief Train Dispatcher in cases of emergency.

   1801. They will be responsible for the proper inspection, maintenance, and operation of all communication equipment in their charge, and shall perform work thereon in a manner which will result in minimum interruption to service, calling on other appropriate railway employes for assistance when necessary.

   1802. They will be responsible for the safe,proper and economical use of material and apparatus, and of tools and machines assigned to their use. They will install and maintain all communication facilities in a manner that there will be no hazard to employes or train operations.

   Materials, tools, and machinery, not actually in service, will be stored in a manner and place whet the safety of employes or operation of trains will not be endangered. Railway premises must be kept in a neat and orderly condition, consistent with work requirements, at all times.

   1803. They shall be responsible for the safe and efficient performance of their duties and of the duties of their subordinates and know they are properly instructed in the performance of such duties.

   1804. Those employes whose duties may affect train movements or who, when working by themselves or directing the work of others, require them to observe or be governed by train movements will comply with Rule 2 and will compare time as often as practicable with a standard clock, secure standard time by wire or telephone, or compare time daily with Conductor or Engineer.

   1805. They must provide themselves with the required flagging equipment and comply with Rules 1652 to 1655 inclusive, when conditions require.

   1806. They will not obstruct the track without proper protection.

   1807. They shall, in case of damage to communication facilities, proceed promptly to the place with the men, tools and materials and make necessary temporary or permanent repairs.

   They must not perform work which will interfere with the proper functioning of signal control machines or associated code apparatus without first notifying the Train Dispatcher.

   They will not perform work on physical, carrier or radio facilities used for data-handling purposes without first notifying the Wire Chief.

   A prompt report of restoration of communication service will be made to the Train Dispatcher. Wire Chief, and other designated officers.

   1808. They shall conform to the prescribed standards and plans in the execution of work under their charge.

   They shall not make nor permit any changes or rearrangements in communication systems or apparatus without proper authority.
