PASSENGER SERVICE

    1300. Unless otherwise provided, at inspecting stations, Conductors must not give the signal to leave until they have notice from the inspectors that their work is finished, nor at any station while passengers are getting on or off trains. As far as possible, they must prevent passengers from getting on or off while the train is moving. When station stop is made, they will allow passengers to get off train before others get on. While train is at a station, trainman or train porter will remain on station platform at car steps.

    1301.Train employes will not occupy seats with passengers, nor enter into conversation with them, further than is required in the discharge of their duties, and in answering questions politely.

    1302. When passengers become ill on a train, they should be asked by a Conductor whether they desire medical attention. The Conductor will be governed by their answer, unless it is obvious that the passenger is not competent to determine this question, in which event medical attention should be requested by the Conductor. When practicable to do so, the Conductor must wire ahead to have a Company doctor meet the train to attend to the passenger.

    1303. If a passenger without transportation refuses to pay fare, Conductor will secure name and address, and discharge the passenger at first scheduled attended stop. He will make report to the Trainmaster.

    It is the duty of Conductors to protect passengers who are lawfully on their trains, from rudeness, threatened violence, absusive or obscene language. Any person acting in a disorderly manner may be removed from train at the next scheduled attended stop. If fare has been collected from such person, Conductors should return the ticker properly endorsed for the balance of the trip or should return the regular fare for the incompleted portion of the trip.

    Each Conductor will use discretion in the performance of this duty. He must not use excessive force that might subject the Company to litigation.

    Conductors may call upon other employes for assistance in removing persons from their trains. They should obtain the names and addresses of several witnesses to the occurrence and make full report of all circumstances to the Superintendent.

    Should a Conductor consider it his duty, for good reasons, to permit a person to remain on his train contrary to the foregoing instructions, he will promptly make a full written report to the Superintendent.

    1304. The Conductor will report to the Superintendent all cases of rough starting, handling, or stopping of passenger trains.

    1305. The Conductor must notify the Chief Train Dispatcher when additional cars are needed to accomodate passengers.

    1306. After passenger train leaves stations, crew members should notice whether or not persons are hanging to sides of cars unable to enter on account of closed vestibules, and if so, go immediately to their assistance.

    1307. Passengers will not be permitted to use seats in coaches on which to deposit their baggage when such seats are required for passengers. When necessary, Conductors and trainmen will request the owners, in a polite manner, to remove baggage or packages from seats or aisles, and in case they refuse to do so, Conductors and trainmen will remove them in a careful manner, placing them in the overhead racks or on the floor, within easy reach of the owner.

    1308. Employes will see that as little noise as possible is made in and about sleeping-cars at night.

    1309. Toilet compartments in cars must be kept locked while trains are standing at terminals and at prolonged stops at intermediate stations, and must be unlocked promptly after leaving such stations. Before locking toilets, it must be ascertained that they are not occupied.

    Before entering women's lounge or rest-room, employes must knock on the door, and, while occupying same, must keep the door blocked open.

    1310. Approaching a stion at which train is to stop, a member of crew must pass through each coach occupied by passengers, and twice distinctly announce the name of the station; approaching junctions, names of principal stations on connecting line, names of other stations when it is known that there are passengers on the train for those stations, location of connecting trains and any other useful information must be announced. At night, when passengers are sleeping in coaches, each passenger must be individually notified when train is approaching their destination, to avoid disturbing other passengers. Conductors must require employes of parlor, lounge, and sleeping cars to inform their occupants when train is approaching their destination.

    Should a stop be made before the station announced is reached, vestibule doors must not be opened without leaving a member of crew in charge.

    1311. When passenger service is disarranged, passengers should be informed of the probable length of time of the interruption, and when ascertained, the time that service expected to be restored.

    1312. Lost articles found on trains or at passengers stations must be tagged, showing date found, by whom, location, train number, etc., and turned over to baggage agent at final terminal, or at station where found. Baggage agent's receipt must be taken for such articles.
