Le Ferrovie Coloniali Italiane captions the above picture (in Italian) as "Railcars and Engineers at the Asmara Station."  As they are in uniform, the implication is that they are military railway engineers.  One can presume these are Littorine A69 and A70 because those cars were built for Genio Ferrovieri (Railway Engineers).
