Good photo times: All day if you don't get caught by O'Hare Police (ie. Nat'l. Guard with M-16s. no joke it happened to a friend of mine before 9/11). If you do shoot here (my advise is don't), guerilla railfanning is a must! Used to be a really cool place to shoot - trains with planes no more than 200 ft. overhead.
