NW Washington Thruway Bus Resolution

RESOLUTION REQUESTING THE WASHINGTON STATE DEPARTMENT OF TRANSPORTATION TO IMPLEMENT THRUWAY BUS SERVICE BETWEEN SEATTLE, WA AND BELLINGHAM, WA

Passed by WashARP at the December 1997 meeting.

THE MEMBERSHIP of the Washington Association of Rail Passengers duly assembled does hereby adopt the following resolution:

  1. Recognizing that implementation of additional train service between Seattle and Vancouver, BC is not a likely possibility in the near future, due to political constraints.
  2. That Northwestern Washington Cities must be connected to the rest of the Cascade Rail corridor and not remain fragmented as currently stands.
  3. The Washington Association of Rail Passengers supports the implementation of this service as soon as possible, encouraging WSDOT to analyze the feasibility of implementing the service immediately. In the event that financial constraints prohibit immediate implementation, we urge that budget allocations be made for the 2001 biennium with service to begin no later than December, 1998.
  4. A minimum of two round trips shall be provided, with connections with the Coast Starlight, Empire Builder and Cascadia in Seattle, the highest priorities.
  5. The connections with the Coast Starlight and Empire Builder will provide NW Washington residents DIRECT access to the rest of the Amtrak National system (outside the Pacific Northwest) through these trains.
  6. The connections with the Coast Starlight and Cascadia will provide NW Washington residents DIRECT access to the rest of the Cascade Rail Corridor south of Seattle.
  7. Additional thruway bus trips connecting with the Mt. Adams and the new proposed midday train in Seattle could be implemented, if budget or ridership demands warrant.
  8. With the two proposed thruway bus round trips and the Mt. Baker International train, the Seattle-Bellingham corridor will have a minimum of three round trips daily between these cities, thus providing greater travel flexibility within this corridor.
ADOPTED the 6th day of December 1997.

Charles E. Mott (MT VERNON)
President and Acting Chairman of the Board of Directors
