1.1. Organization
 1.1.1.This club, henceforth know as the Columbia Northwestern Model Railroad Club, shall be formed under the laws and statues of the State of Oregon.
1.1.2. The Columbia Northwestern Model Railroad Club shall be organized as a Non-Profit organization, and as such, shall conduct no business to directly benefit the members in any way. All proceeds of any fund raising or other money-making activities shall be returned to the treasury of the Columbia Northwestern Model Railroad Club for use by the club in furthering the purposes of the club.

1.2. Membership
 1.2.1. Membership in the Columbia Northwestern Model Railroad Club shall be open to any to any and all persons or organizations with an interest in the activities of the Columbia Northwestern Model Railroad Club. This shall not be limited geographically. Any new person(s) or organization(s) will be a temporary for 90 days, with active participation, at the end of which, the person or organization will be voted on by secret ballot. Acceptance requires 2/3 of the membership present at that meeting.
 1.2.2. Membership shall be granted to any person or organization immediately upon payment of the dues required by the club.

1.3 The Executive Committee
1.3.1. The Executive Committee shall appoint a Membership Committee whose main purposes shall be, but not limited to, a) attracting new members to the-club, b) overseeing general membership policies within the confines of these bylaws, c) setting dues schedules pursuant to paragraph 1.2.4 below, and d) making recommendations to the general body for a vote on the revocation of membership in the event of a violating the bylaws of the Columbia Northwestern Model Railroad Club.

1.4 Dues
 1.4.1. Dues shall be paid by the first regular business meeting of the year, and shall be good for one (1) calendar year. New members joining after the thirty-first day of March of a calendar year, shall pay dues for the year; prorated by month, according to the date of membership.
 1.4.2 A schedule of dues shall be set by the Membership Committee, and approved by a majority vote at the next regular club meeting once per year, normally in the fourth quarter, with any dues schedule changes taking effect for the following year, unless ratified to take effect sooner by a 2/3 majority vote of the ship body at the next regular club meeting.

 1.5. Suspension/Revocation of Membership
 1.5.1 Membership in the Columbia Northwestern Model Railroad Club may be revoked at any time by a 2/3 majority vote of the body at a regular club meeting, at which time the Membership Committee shall present to the body the reasons for the revocation vote, and its recommendations as to the result. The member under question shall be given the opportunity to speak to the ship body at this time.
 1.5.2 Membership in the Columbia Northwestern Model Railroad Club may be suspended at any time by the Membership Committee without a vote of the body. The Membership Committee shall determine the period that the suspension shall be enforced.
 1.5.2.1 During a period of suspension, a suspended member may not participate in any club activities of any kind, and shall not be permitted within the confines of the club, with the exception of retrieving personal items while accompanied by a club Officer.
 1.5.3 Prior to a meeting of the Membership Committee and a vote of the body, any Executive Officer of the Columbia Northwestern Model Railroad Club may at his or her discretion, temporarily suspend a member for just cause, as outlined below in paragraph 1.5.4
 1.5.3.1. Following a suspension by an Officer of the club as
outlined in paragraph 1.5.3, the Membership Committee shall be required to meet within ten (10) days to review the matter, and to make recommendations to the entire body for the voting at the next regular club meeting. In the event that the next regular club meeting is less than ten (10) days from the date of the temporary suspension, the Membership committee shall meet within that time to consider the matter, so that a vote may be made at the next regular meeting.
 1.5.4. Grounds for suspension / revocation of ship shall include,
but not be limited to:
1.5.4.1. Theft of club or personal property
1.5.4.2. Deliberate or repeated accidental damage to personal or club property
1.5.4.3. Violence or threatened violence against any person or property during any club activity, including vulgar personal abuse.
1.5.4.4. Being obviously under the influence of intoxicants or non-prescription controlled substances, or partaking of intoxicants or non-prescription controlled substances while at any club function.
1.5.4.5. Actions which degrade the image of the Columbia Northwestern Model Railroad Club in the public eye.
