You may be able to make out the devices which have been placed over three of the switches to prevent these routes to be changed - they are visible on the first two switches on the top right hand corner of the panel, and also on the switch that controls the points to 31 and 32 roads.
The points fixed in this way on the top two switches are to prevent trains being routed towards the work party seen in the earlier picture.
